Mexico is set to make a generational investment in the Port of Manzanillo, its primary container gateway on the Pacific Coast. The $3 billion expansion project aims to quadruple the port's size and more than double its container capacity, increasing from 3.7 million to 10 million TEU (Twenty-Foot Equivalent Units) annually by 2030. This ambitious plan would make Manzanillo the largest container port in Latin America and support the growth of nearshoring manufacturing investments, benefiting one of Mexico's key trading partners—the United States.

The country’s national port agency, ASIPONA, unveiled the initiative on Wednesday, ahead of a formal announcement by Mexican President Claudia Sheinbaum. The expansion will include the construction of four new container terminals and piers for handling petroleum products. once completed, the enhanced port will likely rank among the world’s top 15 container ports.

Manzanillo's current capacity is hindered by outdated road and rail infrastructure, which has limited throughput. The expansion is in direct response to the growing demands of Mexico's booming manufacturing sector, which has been calling for modernized infrastructure. A customs database issue in August caused a two-day backlog at the port, according to local logistics companies.

However, Manzanillo is also a hotspot for smuggling activities, with organized crime groups using the port to move significant amounts of illegal drug precursors. This makes the port a dangerous place, even for the Mexican Navy, which oversees customs operations. Two weeks ago, gunmen on a motorcycle shot and killed Rear Admiral Fernando Ruben Guerrero, a former senior customs official, while he was driving through Manzanillo. No suspects have been identified, and the state of Colima, where Manzanillo is located, was the most violent in Mexico last year, based on murders per capita.
